Why not make it REALLY easy by requiring the owner's name and address to
be included on the number plates?

Yeah, sure, they make a big thing about "having reasonable cause" and
then state one of the reasons they'll cheerfully release info is
"minor hit and run incidents – to help trace keepers of vehicles
involved in minor hit and run incidents not warranting a full police
investigation."
So no police involvement, you just tell DVLA vehicle xyz bumped you
and drove off and Bob's your Uncle. |

As a parallel, a private detective worked for me years ago and tracked

This information is no good if the car is stolen, unregistered, or
registered with false details. You are better off getting a physical
description of the perpetrator. Unfortunately I doubt Mr. Plod will be too
interested as they haven't managed to computerise facial/physical
recognition yet. |

Inteligent number plates with RF transmitters and tamper proof have
been made. Problem is people can buy party plates of net and clone
cars with them. |
